Moore was born in Wallasey, England. After serving in the Royal Air Force during the Second World War, Raymond Moore studied at the Royal College of Art in London from 1947-50. A freelance photographer from 1955, he lectured at Watford College of Art in Hertfordshire, 1956-74. In 1967 the Royal Watercolour Society toured an exhibition of his work in the UK, as did the Welsh Arts Council in 1968. He had retrospective exhibitions at the Art Institute of Chicago in 1971 and at the Hayward Gallery, London in 1981.
